Add one standard-library Python checker for file-selected or complete validation, plus staged-index snapshots for pre-commit. Wire Elixir formatting/Credo, rustfmt/Clippy, Ruff, ShellCheck/shfmt, actionlint, and zizmor into shared commands and agent adapters. Git hook installation respects linked worktrees and preserves unrelated existing hooks.
Native changes are lint-only cleanup. The Rustler 0.29 generated registration callback has one narrowly documented compatibility allowance; the runtime migration stays in the feature stack.
Validation: full shared checker passes locally, strict Clippy passes, and existing 117 checks pass. Staging isolation receives regression tests in the next PR. Based on foundation/dev.
